A cow doesn't have claws because for it to survive it doesn't need them, a cow is a herbivore (eats only plants). A tiger is a carnivore (eats only meat), the reason a tiger has claws are because it uses them to tear into the animal, also to hunt down the animal. Even if a cow had claws it wouldn't be useful at all. Then if a tiger didn't have claws it would die, because of Darwin's theory (survival of the fittest).
