Because water doed not have oxygen but human need to take oxygen for respiration and keep alive.
If he did not carry it with him he will die due to shortage of O2.

Lakkie: Water "do" have oxygen but just that it is in dissolved form.
Neha6400: really

Neha6400: do u think human lungs can use this dissolved oxygen
Lakkie: I just said that water do have oxygen but in dissolved form as you said up there that water does not have oxygen.*

Your answer :

When we go deep underwater the oxygen level decreases and humans are adapted to inhale oxygen in gaseous state not the one dissolved in water. So, in order to receive oxygen underwater and stay alive deap sea divers carry oxygen cylinders at their back so that they can take in oxygen through that.

Hope this helps.

Have a nice day =)
