Because water doed not have oxygen but human need to take oxygen for respiration and keep alive.
If he did not carry it with him he will die due to shortage of O2.

When we go deep underwater the oxygen level decreases and humans are adapted to inhale oxygen in gaseous state not the one dissolved in water. So, in order to receive oxygen underwater and stay alive deap sea divers carry oxygen cylinders at their back so that they can take in oxygen through that.
