. A diamond has a large refractive index and very small critical angle as against glass, which has a lower refractive index and large critical angle. 

Higher the refractive index more is the sparkle

The critical angle of the diamond is very low (i.e.,24.4°). So if a light ray enter a diamond it is definitely undergo total internal reflection. Where as it is not possible with a glass pieces cut to the same shape. So diamond shine more than a glass pieces.
