Why does a dissolved substance reduce the number of ‘free' water molecules in a solution?

because it lowers the density of water molecules

In order for something to dissolve in water, the water molecules first "hydrate" the molecule, surrounding the molecule with water molecules hydrogen bonding to the molecule.
