Why does a fisherman aim his spear at he tail of the fish during spear fishing?

When a fisherman sees a fish in water, the apparent depth is less than the actual depth due to refraction of light which is travelling from rarer to denser medium.

So he aims at the tail of fish at apparent depth so that the arrow hits the actual fish correctly which is at real depth.
