The flame only has enough fuel to generate enough heat to melt and evaporate enough wax to get enough fuel to stay alive repeating the cycle till the candle is gone. A stiff wind will push the heat away from the feul and put out the flame.

Charcoal on the other hand has all its heat stored in the brick. It is limited not by feul but by the availability of oxygen. Since air is only 20% oxygen, 80% nitrogen, a burning lump of charcoal will burn faster in the wind since more oxygen is available faster.
