why does a heap of coal or wood not catch fire at room temperature through surface quantity of oxygen is present in the air ​

Two conditions have to be met so that the fuel catches fire:

i) Presence of sufficient oxygen

ii) surrounding temperature should be above ignition temperature.

Here though sufficient oxygen is present but the surrounding temperature is lower than the ignition temperature.
