at starting there is static friction so more force is applied after then kinetic friction is applied an we know that static friction is greater than kinetic friction so more force is required in starting .

a horse has to apply more force while starting than to keep it moving because it has to overcome static friction. it is easier to keep it moving because at that case he only has to overcome rolling friction
(since static friction >sliding friction > rolling friction
(since static friction >sliding friction > rolling friction
