Why does a human can't twist his neck backwards as an owl?

As our spinal cord begins from medulla oblongata it extends down the neck.Turning our head 360 degrees would only be possible when our spinal cord is not passing through the neck. we cannot turn our heads 360 degrees.

in humans due to presence of medulla which further forms backbone but the main reason is presence of Atlas and axis present in us
