it clears that as the value of time interval is low the force applied to the body increases so by this reason karate player suddenly hit the slab of ice coz by doing this they reduces the time gap of hitting the slab.

It’s a way to get greater effect. It is done to reduce the time and area of contact so that, when force is applied due to large impulse the object would break easily. It’s not about reducing speed but about increasing strength during the time of contact. Reducing speed is just a way of doing it.
