Because the moving train are in motion and the passengers that are sitting in the train also are in motion. But when the any passenger jumps out of the moving train it tends(tried) to remain at motion due to inertia of motion but due to the resistance offered by the ground and cause harm.

If a person jumps out of a moving train and tries to stop immediately, he falls due to inertia of motion. This is because his body tends to move forward with the velocity of the train while his feet are stationary.
