A person standing in the bus intends to fall forward when the bus suddenly stops because of inertia due to motion.The lower part of the body is in direct contact with the floor of the bus while the upper part of thebody is not.Thus when the bus suddenly stops , the lower part of the body also comes to rest while the upper part of the body continues to be in the state of rest for sometime.Thus the person intends to fall foraward.

According to Newton's first law of motion, when a body body is at rest it will be at rest and if it is in motion it will be in motion unless a outward force is applied on it. This property of a body is called inertia.

When suddenly the bus stops the lower part of the man comes to rest (as the man is standing in the bus) while the upper part still tries to remain in motion for inertia.
