why does a pole vault jumper lands on a thick foam is it safety to jump on sand rather than a cement floor why

They mean compare hitting the mat to hitting the ground. Mat or ground he goes from some velocity to 0 so his change in momentum is the same either way and so is the total impulse. 

By hitting the mat the amount of time he takes to stop increases, that decreases his acceleration, thereby decreasing the average force on his body as he lands.
