Suction cups works on principle of vaccum .It removes some air from the covefed surface and only little amount of air is present in it.Thus the atmospheric pressure working on it is large.

A rubber  works by creating a vacum between the rubber cap and the surface and due to atmospheric pressure the rubber sticks to the surface. On a rough surface vacum can not be created between the cup and the surface, since all the air between the cup and the surface does not escape.
