well a satellite is first launched in a rocket
the rocket has enough fuel to reach the space and then it disintegrates in the air due its friction in air
the satellite now comes out in the space
it floats in air because of the following reasons
upthrust of air
vaccum in air makes it stand
obviously it do not need fuel
