As the atmospheric pressure decreases with increase in altitude, when a sealed bag of chips is taken to higher altitude then the pressure of the gases inside the bag become greater than the outer atmospheric pressure and apply pressure on the side covering of the chips bag due to which the chips bag expand.

Answer:
The amount of air in a bag of chips is fixed. If the package was sealed at a lower elevation and carried to a higher elevation the air inside of the bag will swell against the reduced atmospheric pressure. As gases expand (volume increases ) when the pressure decreases the inner pressure is larger than the outer pressure and hence to balance it , the packet bursts.
