Because the surface area of the sheet is much more than that of the spherical ball. And air resistance varies directly with surface area. Hence the sheet experiences more air resistance than the ball and it falls more slowly than the paper ball.

when a sheet of paper fall from any point
so paper had so much area so pressure act on the paper is so small.
but the area of ball is small and pressure is large.
that's why sheet of paper fall slower than a ball made up of that sheet.
