why does a solution of hydrogen chloride in water conducts electricity while in toluene it does not

Hydrochloric acid(Hcl) is a strong acid and undergoes ionisation in aqueous solution and hence, it conducts electricity.
 
While toluene is a covalent compound and it does not undergoes ionisation in aqueous solution and so, it does not conducts electricity.
