It takes time to start a fluorescent lamp [ Fluorescent lamp ] because the electric "arc discharge" [ Electric arc ] of its full operating power regime is a very different physical and electrical beast [ Gas-filled tube ] from the "dark discharge" or "glow discharge" conditions at its cold start.
