why does a tumbler placed on a paper not get disturbed when the paper is pulled out suddenly?

this is because of state of inertia.... according to this an object tend to be in rest until external force is applied to move it

Initially, both the piece of paper and the tumbler are in a state of rest.

When the piece of paper placed under a tumbler is suddenly pulled it is set into motion, while the pile of books remain in the state of rest due to inertia of rest.

Thus, the tumbler does not move.
