All the water of earth cannot be evaporated because the earth has two hemospheres(north/south) if it is summer in one hemisphere of earth& it is winter in another. Thus when water bodies are getting evaporated in one hemisphere another is storing water . Also, the effect of evaporation of water is counteracted by rain elsewhere on the globe. For the oceans, this leads to a stable water level. In some places when it is hot and dry, in another place may be it is raining. Thus most of the time the amount of water evaporated is compensated back to the earth surface by the varied climatic condition.
