Why does aluminium react with water to give aluminium oxide and not aluminium hydroxide

Very reactive Metals react with water to produce Hydroxides directly (Potassium and sodium could even cause fire due to evolution of hydrogen with water).
But Aluminium could only form Oxide like the other few metals. because it is not so reactive.
