Why does America target Asian developing countries for the pollution though it has much more number of industries?

it is not that America is targetting on Asian developing countries for pollution directly. Though there are many Industries in America, it is a total continent. But when we take certain developing regions, they are countries. As already developed country, America can spend lot of money on pollution control. This cost will be included in the production cost. Where as in developing countries, we cannot afford to place costs on pollution control under production cost. Anyway we are all, I mean almost 193 countries are the members of UN organisation which takes care of pollution control on world-wide aspect
