The reason for ammeter resistance to be low is because it can accurately read the current flowing in the circuit. When the ammeter resistance is low, almost all the current in the circuit is allowed to pass through the ammeter. This allows the ammeter to accurately read the current in the circuit

since ammeter has to be measure the current flowing in the circuit...

And also it is connected in series therefore maximum amount of current should be passed through it therefore it has very low resistance....
