argon complete it's octane so it is stable
that cannot take part in chemical reaction....
so no matter to gain or receive any electron...
it's valency become zero......

..here is your answer...
the atom of argon have fullfilled electrons in their outer most orbit ..
so there is no need of loosing an atom..
hence the valency of argon is zero...
