It is the temperature at which (at atmospheric pressure) water and ice are in equilibrium.

In any equilibrium situation, the lowest energy phase is the only phase that is manifesting itself. Below zero Celsius, ice is more stable than water, and you will only have ice. Above zero Celsius, water is more stable than ice, and you only have water. At zero Celsius, both are equally stable, and they can be both present at the same time.

If you have a sample consisting of water and ice, and you add heat, some ice will melt, but the temperature does not change. If you remove heat, some water will freeze, but the temperature will not change.

If you have only pure and clean water, you can get a non-equilibrium situation below zero Celsius, whereby the water “forgets” to freeze. This is called supercooled water.
