why does an open electric circuit not make its elements functions?

because the electrons cannot pass if the circuit is open

The elements after the open circuit point will not be connected to the circuit because of current can't reach there. A circuit is the path which electricity follows from the source to a component then to the ground. A short circuit is one which goes straight from source to ground.
