Why does antenna called as passive device inspite it produces gain?

Antenna is a passive device. The definition for a device to be active states that it should be able to control the current or should have some capacity to create power or can amplify voktage or current. Since antenna only transmits the input signal provided to it and no other control hence it is called passive device.
