there are many reasons .......some of them are that Arunachal's half the area is covered by forests .

it has cold and rainy climate so it makes transportation hard

it has lack of medical facilities

Arunachal pradesh has the least density of population due to Hilly and Rocky nature of the terrain. Bihar has highest population density due to plain land.
