why does bleaching powder does not dissolve completely in water

bleaching power is a mixture of calcium chloride and calcium hydroxide and thus not a mixture of single salts that's why don't get completely dissolve in water

formula of bleaching powder is CaOCl2 due to presence of lime bleaching powder does not dissolve completely in water.
