Heya mate!!!

Bleaching Powder smells strongly of Chlorine when exposed to air because it slowly reacts with atmospheric carbon dioxide to evolve chlorine gas.
The following reaction takes place there:-
CaOCl<sub>2</sub>(s) + CO<sub>2</sub>(g) ----> CaCO<sub>3</sub>(s) + Cl<sub>2</sub>(g)

And it does not dissolve completely in water as it is composed of heavy calcium salts.
