Bleaching Powder smells strongly of Chlorine when exposed to air because it slowly reacts with atmospheric carbon dioxide to evolve chlorine gas.
The following reaction takes place there:-
CaOCl(s) + CO(g) ----> CaCO(s) + Cl(g)
And it does not dissolve completely in water as it is composed of heavy calcium salts.
