The water also contains air molecules in it and when the water is heated the air tries to evaporate .So in this process it forms bubbles.

bubbles form because when water boils it's vaporise and converted into air and this air rise from bottom to top and then to atmosphere because air is lighter then water. And this vaporise air seems as bubbles in water vessel which is to be heated.

It's very simple.

May it help you.
