Carbon has 4 electrons in its last shell and has a very small size. So to take or to give electrons,it would more or less require the same amount of energy for the atom, therefore, it decided to instead share its electrons with other atoms and hence forms covalent bonds as you said with covalent elements.

Because the outermost shell has 4 electrons
if we pull out electron one by one, it will be very difficult to take out the last electron to make it stable
Also when we add electrons the effective charge will decrease that is the amount of the intermolecular force will decrease hence it will not able to hold up the added electrons
