was not justified in giving private quelch such a harsh punishment. he was a person who always outshoned his knowledge but because of his negative qualities we should not forget that he worked hard for his dreams. he gave quilt such a hard punishment that it destroyed his whole career. and the worst part was even after such a harsh punishment quotes didn't changed.
