This negatively charged comb can now attract objects that carry an excess of positive charge in them, like bits of paper or dust particles. This only works with dry hair as wet hair has a coating of water (or any other liquid like oil ) on them.

when we rub the comb through dry hair repeatedly,due to friction the loosely held electrons of the hair are transferred to the comb .and static charge is buildup. but with wet hair, water is coated with hair which reduces friction and without proper friction static charge is not produced and charge cnnot get transferred as a result wet hair attract papper
