Because ....cheerapunji/ Mawsynram lies on the windward side of the Khasi hills and receives rainfall from the 'V.W. Monsoon Bay of Bengal 'branch while shilong / Dispur / Guwahati lie on the leeward side of the Khasi hills and so they recievee less rainfall being in the rain Shadow area.

HEYY THERE!!

Rainfall in India is generally orographic in nature, i.e., the moisture-laden clouds are intercepted by the relief features (mountains and hills), which cause heavy rainfall on the windward side of the mountain. When the cloud reach the other side of the mountain (leeward side), it becomes dry; hence the other side (called the leeward side) receives less or scanty rainfall.

Now, Shillong is located on the upper (leeward) side of the Garo-Khasi-Jaintia hills, which is a rain shadow area. On the other hand, Cherrapunji is located on the lower windward side of the Garo, Khasi and Jaintia hills.

These hills intercept the Bay of Bengal branch of South West monsoon winds, thus, on the windward side, Cherrapunji gets heavy rain and on the leeward side, Shillong receives very less rainfall.
