Why does Chief Seattle refer to the natives as " receding tide and call them orphans"?

receeding tides - they are getting removed or "washed away" from their motherland by the white americans

orphan - their Great Spirit is not by their side anymore. They are abandoned by Him, feeling like an "orphan"
