The ultimate aim of the UNFCCC is to stabilise greenhouse gas concentrations at a level that prevents dangerous human interference with the climate system. The Convention believes that such a level should be achieved: within a timeframe sufficient to allow ecosystems to adapt naturally to climate change.

The projected changes in climate will have both beneficial and adverse effects at the regional level, for example on water resources, agriculture, natural ecosystems and human health. ... Developing nations that lack the infrastructure or resources to respond to the impacts of climate change will be particularly affected.
