The coin placed at the bottom of vessel appears raised when in water because of the buoyant force (upward force acting on an object placed in any fluid ) acting on the coin by the water in which it is placed.

the coin placed at the bottom of the vessel appears raised when in water due to refraction of light when it travels from water to air.

the light rays coming from the coin "o" get refracted and bent away from the normal as they travel from a denser medium to a rarer medium (ie. from water to air). when these refracted rays are produced they appear to meet at a point o' nearer to the water surface than the point o. thus o' is the the virtual image of the coin which we can see nearer to the water surface. due to refraction the coin placed under water appears raised
