because in wb the clouds coming from Arabian see and bay of Bengal so,theair rain is higher..
but in Delhi the rain comming from north east India and almost all rain has happened their.
so Delhi recieve less rainfall

Coz west bengal is near the Bay of bengal and cloud comes direct from bay of bengal to the west bengal but delhi is situated in the upper part of india and is far away from sea.
