distilled water doesnt contain any salt
but in rain water salt is dissolved
and salt is a good conductor of electricity

distilled water does not conduct electricity because it does not contain ions at all. we know that presence of ions conducts electricity.whereas rain water contain sulfate ions and calcium and much more which make it conducts electricity
