distilled water means pure water without any impurities and salt. whereas rain water is pure till it enters the atmosphere of the earth. after that it get mixed with lot of impurities such as industrial waste etc.

we know that electricity conducts in a liquid if it contains impurities or salt. distilled water is pure so distilled water doesn't conduct electricity. and as I told you before that rain water get mixed with lot of impurities, that's why it conducts electricity since now it's filled with impurities.
