There are a few reasons for this, not all based on economics. Some drugs need buffers in order to be accepted by the body so that they can be metabolized and thus preform their function. Others, work in combination with various substances, thus needing a binding agent to attract the other drug, hold them together and then do their thing(s). sometimes, drugs are cut so that the substance last longer, can be sold at a higher price or whatnot. Buy the time the drug gets to you, even if you are only 2–3 people away from the manufacturer, the environments that the drug had to be under may have been quite an ordeal.
