it does not change its color because it has no hydrogen ions . and acid need water to create its effect

Dry HCl does not dissociate H+ ions, since it does not have any aqueous medium so it does not show acidic behavior.
Since, an acid needs water to dissociate its ions.
Therefore,Dry HCl gas does notchange the colour of dry litmus paper.
