The colour of litmus paper changes only in the presence of ions like hydrogen (H+) or hydronium (H3O+) ions.
Dry HCl gas does not ionize to produce H+ ions..hence ,it does not show acidic properties.
HCl can produce these ions only in the form of aqueous solution. Hence dry HCl gas does not change the colour of dry litmus paper.

HCl is acidic only when it is dry or moist. Only during that condition, it can change the color of blue litmus into red .
Dry HCl is not acidic .
So it cannot change the color of blue litmus .
