Why does dry hcl gas not change the colour of the drylitmus paper?​

Answer:

Because in dry state HCl dosent release h+ ions so it's acidic property are not shown. Whereas in water it dissociates into H+ and cl- so the presence of h+ shows it acidic property .

Acids shows acid property only when H+ ion is released and then only then they change the colour of litmus paper.
