Dry HCL it does not dissociate to give H+ ions. Acids dissociate to give ions only in the aqueous solution. In this, HCL is not in the aqueous form nor the litmus paper is wet, so the colour of the litmus paper does not change.

Answer:
It is so because dry HCl and dry litmus paper do not contain H+ ions ....This impairs the property of the gas as H+ ions or H3O+ ions are required to conduct electricity.... They are not present in dry HCl and dry litmus paper.... So they can't conduct electricity....
Thanks....
