First, plate tectonics refers to the movement and interactions of pieces of the Earth's crust called tectonic plates. Their existence and movement is the result of planetary cooling and the convection of rock in the Earth's mantle below the crust. The surface of the Earth began cooling 3 billion years ago and created a complete crust layer about 2 billion years ago. However, the crust is a very thin layer that is greatly influenced by the movement of rock below it. As the currents of the mantle push parts of the crust in different directions, it causes the crust to fracture into large pieces that move apart, collide, or slide past each other.

As to the second part of the question, the reason the Earth has continents is that there are two types of crust material. Continental crust material is made of granite, which is less dense that the basalt of oceanic crust material. The lower density means that part of the crust is thicker and has a surface above sea level.
