As, in the Southern india people don't know hindi, also people in maharashtra a d eastern states, they probably know but less, whereas due to colonial rule in all over india people have started educating themselves in English schools and colleges.

so English was comfortable for all hence it is the official language, whereas hindi a d English both are taken as official language and not regional language.

P.S. If we would have pressurised South India to adapt hindi, it would have led to a civilian war similar to sri lanka with the same issues.
