They believe February always had 28 days ever since the time of King Numa Pompilius. He decided that a year would have 355 days, the length of 12 lunar cycles. Back then, even numbers were considered unlucky. So, he created seven months with 29 days, and four with 31

The all new month had 28 days.But the King Numa Pompilius was not happy and the number has considered bad luck at that time.So, he added a day to January which gave the year 355 days which was an Odd number.But, no one knowas wh y did the February month has 28 days and became a unlucky month.But we can say that after once in every four year February become  29 Days.
